What xfwm4 theme are you using?
To change the xfwm4 borders, you are going to have to edit the xfwm4 theme. Specifically, change the border xpm files to be as thin as possible (look at the Greybird xfwm4 theme as an example of a theme with thin 1 pixel borders).

no, xfwm has no support to display the menubar(afaik kwin with bespin or qtcurve can display the menubar if appmenu-qt/gtk2/gtk3 is installed)
but you can install the windowck panel plugin to display the close, min & max icons on the panel and remove the titlebar for maximized windows. Then it would look like this:

you can also install the topmenu panel plugin and gtk module to add the menubar to the panel eg: http://xfce-look.org/content/preview.ph … name=Glare
if you use both and let the panel autohide so you will get the maximum possible space for windows
