Can I set up Faxing from Xcfe? My Scanner bulb went out and I cannot Fax from my HP.

This is not a question that concerns any DE, including Xfce.
You can receive a fax with an online service, you can create/send one with LibreOffice (need a fax modem and driver), but for existing documents you need a physical scanner.

You might run Synaptic Package Manager (or whichever equivilant your distro uses) and type "fax" (sans quotation marks) into its search box. If you do, you'll probably see several results.
You might also clarify your statement. What are you wishing to do? Send a fax? Receive one? Both? If sending them is your goal, are you wishing to send text, pictures, or...? And how are you wishing to send - and/or receive - them? Via a telephone modem that has facsimile send/receive capability? Or are you conceiving some kind of "Internet fax" ("web fax," "email fax," "VoIP fax," et cetera)?
In broad terms (the only way to answer your question as it was stated, lol), yes, you can "fax" from a computer (as has been previously mentioned, your choice of DE is irrelevant). People have been doing so for 20+ years. If you would care to expand your question, giving useful information about what you want to accomplish, then someone could probably give you a more useful answer.
