clicking on panel button does not focus window

I don't know what I did to cause this problem, the panel buttons were working until yesterday.  But now if I click the panel button the window is raised, but is not brought into focus.
I know that I disabled and removed compiz yesterday, could this have something to do with this? (It appears that Xfce-composition is running and working fine.)
I have also tried different themes, with no effect.
