Probably to provide a default icon set if one is not installed.
Arch (Manjaro is built on Arch) History:
- It was added back in the 4.7.7-2 package as a fallback for the Tango icon theme and potential missing icons.
- The Tango theme was dropped as a dependency in 4.8.3-2 due to bug FS#27208.

Thanks. It seems as though it may be causing theming issues with the Manjaro default Menda theme. After a recent update the default theme was replaced with the Gnome theme.
Only Lxappearance would work to change it back.
