A design decision was made to drop those two settings. To quote the developer:
Drop the brightness and saturation meter (xfdesktop != image-editor)
...

To support the GTK+ way of changing shortcuts.

To support the GTK+ way of changing shortcuts.
GtkSettings:gtk-can-change-accels has been deprecated since version 3.10 and should not be used in newly-written code.
This setting is ignored.

I don't think Xfce is devolving/degenerating, but GTK, GNOME and all other projects (eg GIMP) maintained by the GNOME project do... I still hope the Xfce-devs have a plan B for GTK3 since I love menu icons, and menu mnemonics

Discouraging news, to say the least.
However, running Arch here with GTK3.14, and the menu accelerators still work for GTK2 apps like xfce4-terminal. I have mostly purged my system of all GTK3 software (trying to run GTK2 versions where possible), and for the only GTK3 app I have left, it would appear that there is no way to create/change menu accelerators.

I just got the new desktop settings on Arch Linux, and am so disappointed that the brightness setting is gone. I was using it in my custom wallpaper changer to adapt the picture to the current lighting conditions.

Yeah. I know a few people that used it. From: https://www.bountysource.com/issues/317 … hanges-hue
This was removed in xfdesktop 4.11 as a design change decision: https://wiki.xfce.org/design/xfdesktop/settings Drop the brightness and saturation meter (xfdesktop != image-editor)
