As I understand it, xfwm is supposed to open windows at the center of the display by default, and usually it seems to do just that. However, in some cases, even including some software which is a part of xfce, it seems unable to do this. It certainly isn't a big deal; I'm just curious as to why the inconsistency.

I had the same problem but could make it work when changing the "minimum size of windows to trigger smart placement".
Open settings manager > window manager tweaks > placement
and pull the slider for "Minimum size of windows..." from small or medium to large (or at least almost large).
Maybe that helps.
