I was wondering what is Xfce based on? How can you develop for it, write extensions etc.
There is very little information about that and I am quite keen to get involved and learn something.

GTK2 (there has been some talk and some minor movements towards GTK3, but it is still mainly based on GTK2).

Best way is to look/review some of the code at http://git.xfce.org/. GTK tutorials like this one would also be helpful.
There are also dev mailing lists and IRC channels that you should probably subscribe to/participate in where you will be in more direct contact with other Xfce developers (they don't seem to visit these forums too often). More info here.
