Randomly, the xfce sound widget on the menu bar just freezes, I can no longer change volume by scrolling on it, or by clicking and interacting with it. The buttons still respond when I click them (the volume bar moves up and down), but they aren't attached to anything. The actual sound output doesn't change.
I think it may have to do with spotify, as spotify is always running when this happens.
The only way to fix it seems to be a full reboot.
Anyone know what's going on? I'm running xubuntu 13.10.

Are you running the native linux spotify client, or through wine?
I believe that Xubuntu uses an indicator-sound applet to manage sound. Xfce has its own, xfce4-mixer. Which one are you using (probably the default one)? Have you tried the xfce4-mixer? Does the problem persist?
Also, have a look in your ~/.xsession-errors log file when this happens to see if anything interesting is being displayed that help might diagnose the problem.
You can also try restarting pulseaudio when this happens:
pulseaudio -k
pulseaudio --start
