How to switch the keyboard layout to german?

I setup at first Xubuntu with english language.
This is fine except one thing:

I want to use a german keyboard layout.

Where EXACTLY can I switch the keyboard layout?

I found no corresponding setting.

The menu and dialog texts should remain in english.

Can't see Your Xubuntu Version. On 13.10. go to the settings manager (Einstellungen) > keyboard (Tastatur) > and the third tab (Tastaturbelegung) take away the tick at (Systemweite Einstellungen benutzen) > use the add-Button (Hinzufügen) for (Deutsch)
