loads my Mail Reader properly, but an absent or ill formed recipient as in :
$ exo-open mailto:?subject=foo
fails with a dialog stating: Unable to detect the URI-scheme...
I had read somewhere that an empty recipient field was legal. Is this a bug?

Works fine here on Arch, exo-open version 0.10.2 and Thunderbird.
Which distro and what version of exo are you using?

I've tried LinuxMint16 Xfce 64bit with Thunderbird 24.0 and exo-open 0.10.2, cldx-13.11-x86_64 (Calculate)
with Thunderbird 24.1.1 and exo-open 0.10.2. I've also tried Claws 3.9.0 in the Calculate distro.

Okay, looks like there is a known bug for this: https://bugzilla.xfce.org/show_bug.cgi?id=10098. Arch has already patched exo with this fix (which explains why it works for me), but the official 0.10.2 version does not include this patch (which explains why it doesn't work for you).
