xfce4 panel question

Background:  I like a two-panel configuration on my desktops; one across the bottom, and the other down the right side of the screen. I want them to meet in the lower right corner of my screen with no overlap, no gap, and with the (lower) panel height and (side) panel width of my choosing.

Question: Is there any way to set a panel's length in pixels rather than as a percentage of the screen width or height?
