I honestly feel like the current logo is already simplistic/ minimalistic enough as is, but that is nonetheless a good design!

It's unclear what exactly your problem is. It doesn't seem to be related to Xfce, which is what this forum is about. You seem to be lost but that's on Google. Note that we do not have an off-topic section.
To your question, though. There are various libraries and frameworks that help you with responsive design, Bootstrap and Tailwind being the two most prominent ones. Plain, vanilla CSS is good enough, although a bit cumbersome.
Those are just my directions. You should join other communities dedicated to front-end web development or refer to MDN.
