For how to install Xfce on Ubuntu, ask it on Ubuntu forum.
You won't have to download Xubuntu CD and reformat your hard drive. Xfce are simply a set of packages (I don't remember what meta / packages names that why I redirect you to ubuntu forum). But you still will have to download some packages from ubuntu repositories.
And yes you can have Gnome (and other desktop environment) and Xfce. You will have the possibility to choose Gnome or Xfce at login screen.
Xfce is NOT Xubuntu. Bugs in Xubuntu don't mean that Xfce is buggy ...

Open a terminal and type
sudo apt-get install xfce4 xfce4-goodies
If you want to install full xubuntu add :
sudo apt-get install xubuntu-desktop
