[Solved] Desktop Panel

I just re-installed my netbook and I cannot resize a panel, the height and width are set to zero and refuse to be changed.

I am having to use auto resizing for the moment but don't like using the panel that way.
It has always been fine up until this latest install.
Am I missing something or is this a bug?

Included the fix in xfce4-panel-4.8.5 with some other regressions and bugs.
