One of the finest themes for XFCE that I have come across is the Albatross theme, created by the Shimmer Project. It is the default theme used for Xubuntu 9.10, 10.04, and maybe even 10.10. It includes its own Xfwm4 theme and wallpaper, which makes it work especially well for XFCE, as opposed to other GTK themes out there.

It hasn't been updated in a while, but I believe that's because it has reached maturity and does not need to be improved or fixed.
It is possible to include this theme with XFCE 4.8.x and later updates? Not to set it as the default, but to include it in the collection of themes that ship with XFCE.

I stand corrected, my bad! I had just discovered this when I was creating a package for this theme in the Arch Linux AUR (requires Murrine GTK engine), but you replied before I could get here. Curse your fastnessessness! Thanks either way, and you have to admit, it is a nice theme!
Kind of curious, are you guys in touch with the Shimmer Project? They seem very Xfce-oriented and their themes are used as defaults for the Xubuntu distro. (9.10, 10.04, 10.10, and 11.04) I'm loving their work!
Another correction: Bluebird (by the same folks who made Albatross) is the default theme for 10.10.
