No frame around tear-off

Hi,
We have been using Autodesk Maya with Xfce 4.2.3-4.fc5 with no problems. But now we have changed to Centos5 and Xfce 4.4.2-1.el5.centos and now seem to have problem.
The issue we have is with the drop down menus that can be a "tear-off" do not have frames/borders around them any more. I have tried using Xfce 4.6.1 but that has the same problem. The "tear-off" menu just snaps to the upper left corner of the display and cannot be moved or closed. The main app window is just fine.

If I run as a test TWM the "tear-offs" work correctly.

Any help would be much appreciated.

So I just compiled up Xfce 4.2.4 on centos5 and the "tear-offs" work!
So am I missing something on Xfce4.4 and above or is this a bug?

I don't know about the bug but borderless windows can still be controlled via Alt+Space to bring up the libwnck menu and Alt+ drag with mouse to move/resize windows.

I tried the  Alt+drag and would only snap back to the top left corner. I will try the Alt+Space in the morning.
Could some one shed some light on what transient windows are? Noticed a lot of code changes between 4.2.4 and 4.4.
Just wondering if the "tear-offs" are called transient windows.
