Cannot set Keyboard Shorcut to application

When I try to set up a new shortcut to launch an application in Keyboard Settings/Shortcuts I can enter the name of the new shortcut but the Set Shortcut dialog only presents me with a CANCEL button and a NO SHORTCUT button and I can find no way of setting the shortcut.

Am I missing something in the process for setting up the keyboard shortcut ?

Problem solved - I was expecting to see a dialog box into which to enter the short cut key combination but in fact all I do is just press the keys.
