Desktop menu not working. xfdesktop problem?

I'm using FreeBSD 6.2 and xfce4.4.1.
I can start xfce but I have no desktop menu.

X reports a lot of errors but here is the one that looks important:

** (xfce4-menu-plugin:66331): Warning ** : sfdesktop: Could not locate a menu definition file

my menu.xml is located in /usr/local/etc/xdg/xfce4/desktop
is it because xfdesktop can't find this file? How do I change the search path?

I found the problem. I was trying to run it as root and the folder didn't have the proper configs. It works with another user.
