Hello,
I am running openSUSE Tumbleweed with Xfce 4.20.
I changed some Application Shortcuts in xfce4-keyboard-settings -> Application Shortcuts using the Windows key. They work great!
But for some reason Action Shortcuts in xfwm4-settings -> Keyboard I want to change "Maximize window" to Windows+Up which does not work. If I use any shortcut without the Windows key it works.
What am I missing here, why is it not working?

This is an inescapable limitation as long as xfce4-keyboard-settings (actually libxfce4ui) and xfwm4 each define global keyboard shortcuts on their own: if one uses Windows+key, the other can't use it. This is a problem that will only be solved on wayland, when we'll have our own compositor, from which all global shortcuts will be defined.

it worked b4 tho. it only starts to have issues in 4.20, also since you have mentioned, don't know if this problem raised because they are trying to move to wayland.

okay never mind, just checked, seems like they removed xcape as deps for some distros which I am on so that this old issue just resurfaced

cannot confirm if xcape method still works in 4.20, but you can just avoid any of those crap by assign whisker menu popup to anything else other than the lone super keystroke, in fact do not use just the super key to do anything, but any combination with super key is fine, then everything else works as expected, both app & wm keyboard shortcuts. I mean I'm used to use super+d to launch dmenu so why not.
