4.20 panel on wayland labwc with fractional scaling fluctuates

The 4.20 xfce4-panel, when run with the labwc compositor and a fractional scaling setting, as done with

wlr-randr --output eDP-1 --scale 1.6667

produces an unusable panel display that fluctuates wildly.  There is no problem with an integer scale factor of 2.

Note that other windows display properly with the same fractional scale factor.  It is a xfce4-panel specific problem.

Tested using one of the horizontal full-length builtin panel configurations.

This is on Debian testing using labwc 0.8.2.  eDP-1 monitor has native res = 2880x1800.

Probably best to create a bug report. Keep in mind that wayland support in 4.20 is experimental - issues like this should be expected. It's important to report them so they can be fixed.
