load app with horiz_scroll_opacity - opacity amount value?

is there a way to make an app window load with horiz_scroll_opacity - opacity amount value?

I have horiz_scroll_opacity enabled, and it works great, but it doesn't remember the window opacity after app close then reopen

Out of the box? Unfortunately no. But you can use tools like devilspie, xprop or transset to accomplish this.
