Wallpaper set only on workspace0 despite Apply to all Workspaces set

Version 4.19

This behaviour changed recently, my wallpaper used to be the same on all workspaces, but suddenly it's unset on workspaces 1-3, only set on workspace 0.  'Apply to all Workspaces' is set, I've unset/reset it, and changed the wallpaper while unsetting/resetting it, and nothing works.  Ideas?

It's a known bug, to be fixed for 4.20: https://gitlab.xfce.org/xfce/xfdesktop/-/issues/294
