Any idea in order that we can have pull/drop down window of a chromium browser ( Opera ), i.e. window that can be rolled up and unrolled down by scrolling mouse scroll-wheel at its frame top border (bar)

You can set Chrome/Chromium/Firefox etc to use the systems window decorations. Along with that comes the ability of whatever the window manager can do. ie rollup.
