what is the differnece between panel hide always and intelligently?

in the panel preferences there are 3 options in "Automatically hide the panel:" always; never; intelligently. But I don't see any difference between always and intelligently. is there any difference at all?

    Always shows the panel.
Intelligently
    Hide the panel when the currently focused window overlaps the panel.
Always
    Always hide the panel.
