Terminal or its configuration setting for up/down scroll

Anyone knowledgeable on what terminal and/or how its configuration setting for being able to
scroll up/down terminal contents by using ctrl - (or alt- or shift- )  up/down key instead of
only being able done by mouse wheel

Note that as so common mere up/down is for walk through command history backward / forward

Yes
And these are hardcoded, i.e. static, do not have reassignment of key binding, looks like hcoded in most terminal binares

The ability to scroll back through a terminal's output is handy, and using keyboard shortcuts for it instead of the mouse makes navigation faster.

The default Xfce terminal app is Terminal (XFCE) which uses the VTE library. To enable scrollback from the keyboard there, go to Settings > Keyboard Shortcuts. From there you can assign custom shortcuts to the "Scroll PTY contents" options.

For example, you could set:

Scroll PTY contents up = Ctrl + Up
Scroll PTY contents down = Ctrl + Down
Now pressing those combos will let you move up/down through the terminal scrollback buffer.
