Help setting up in Ukranian

Our county in Michigan is sponsoring an Ukranian refugee  family for 4 months and I agreed to set them up with a computer. My question is how to set up Xubuntu 22.04 as a dual language in English and Ukranian. I only understand English so all the setup needs to be in English. But I hope they can just use it in either language as some of them may have little or no English.

Set up in English and then install another locale via Language Support.

Thanks I click on language support in settings and nothing happens. I don't see language support in synaptic. Please give details.
