xfce4-panel lock don't lock

I've been asking myself for many years and now I'm going to ask here :-)

Why Panel lock don't lock whole panel customizing?
I mean in Panel preferences "Lock panel", this enable/disable moving panel to another screen edges.
But with enable lock is still possible applets move and remove via applet context menu...

So it should be changed to lock also remove move - grayed or better hide move&remove items from context menu of applets?
