sticky keys

is sticky keys a feature of Xfce?  where is the implementation actually operating?

i'd like to figure out how to do this on a text console.  i had to use one, recently, to recover some setting i made in error.  it was frustrating, being now accustomed to sticky keys.

Settings Manager > Accessibility section > Keyboard tab > toggle "Sticky Keys" option
