Xfce is made up of many different components. Which component is causing you issues?
Anyway, click on Menu and select Groups > Explore groups. Select the appropriate group and then a project. For example, xfce4-panel is under Xfce:
Alternatively, you can also click on Explore public projects. However, keep in mind that it will list all projects from all namespaces (including forks), so you have to make sure you select the one belonging to the Xfce group, e.g. Xfce / xfce4-panel:
Once you've found the component, head over to its homepage and click on Issues from the sidebar. This is where bug reports are listed and submitted.

Thank you for your suggestions. I will attempt to navigate the convoluted path they require. (Too bad they just can use Bugzilla, as it is so much easier for users.)
