I have this as a Thunar custom action.
zip -u -j %n.zip %F
It does not work when I use it with uca.xml.
But it works with other types of files.

What do you mean by "use it with uca.xml"? The custom action works for me when I create it using Edit > Custom Actions.
But it works with other types of files.
What does this mean?
Maybe you can be a little clearer with what you are trying to accomplish and exactly what the issue is. Also, what are the complete settings of the uca.xml entry for that item? Maybe paste back the entry in the uca.xml file for this custom action.

Sorry I did not include more details.
/etc/xdg/Thunar/ is the directory that I was trying to zip up uca.xml. That is a root owned directory.
That is why zip could not compress the file.
/home/andy/.config/Thunar/ is the directory that I own and can zip up files.
