I'd like to have a minimalistic XFCE environment without any additional applications and services. I need only XFCE session itself and Terminal without any GUI settings, file manager etc. What packages I have to install that only make such environment working?

The first part is the most minimalist possible way to install Xfce core.
You didn't tell us what system you're using? though you can refer to Devuan page to adapt packages according to your OS.
