Ok, a scenario: got a cluttered desktop with lotsa of icons but there is one very important file called "PAY BILL NEXT MONTH!.PDF". Would it be possible to modify the icon size just for this particular file? Emblems don't do much on the desktop. Just something to make the file stand out. Different text color? Something something, thinking aloud.

I'm afraid it isn't possible. Considering that the Xfce development team is already small, I don't think it'll ever get implemented.
There are many alternatives to your problem, which could work out to be better:
place a launcher in your panel.
if you have Whisker Menu, you can put the file in your favorites;
select a different icon for it, one that makes it stand out;
rearrange icons so that non-important files don't block out important ones
if you're adventurous, you can probably set up a script that will act as a reminder

You can also put a short panel of the size of the icon you want and where you want it on the desktop and create a launcher for your "reminder".

As I am null in everything that is scripts, css etc. and everything that is close to programming, I always look for get around the problem.
This is why I love xfce - it gives you almost infinite configuration possibilities, you are practically limited only by your imagination.

Just made a folder called "Bills" with a red emblem on the desktop and it actually stands out. ¡Muy importante!

The other way around would be to increase your zoom and then make all the other icons one size smaller. For example, say you are using the 48x48 icon size currently, zoom up to the 64x64, then replace all the 64x64 icons with the 48x48 ones.
I did this to make the link/shortcut emblem smaller, used the one from a size smaller.
