New Launcher Will Not Accept Thunar

I have two panels in Xfce 4.12 on Debian 10.  I tried to create a new launcher for Thunar on one of them but could not get the new launcher to accept Thunar.  I can get it to work on one panel but not the other.  However, I can create the item on the second panel and then move it to the first, and it works fine.  Has anyone else had this experience?
