I am not sure if this question belongs in this subforum, but I have consulted the Get Involved page:

and then browsed the subpages for development/bug fixing
I also browsed the FAQ in the Wiki, but again did not find what I was looking for there.
As I am new to the website and git pages, where would be the best place to consult the relevant development teams?
Which category would be a good place to start?
Applications?
Core libraries?
Plugins?

The best way to get in contact with the core developers is either through the #xfce-dev IRC channel on irc.libera.chat, or via the xfce4-dev mailing list.

Plugins?
The best place to start is to look at bug reports for a specific component of Xfce that interests you and code a patch. After a few successful patches and contributions you can request write access to the component.
