How to Have a Indication or Get a Notification When Caps Lock or Num Lock Is being On as a Desktop Display ?
Or what 3rd party tool to have that ?

Depending on the distro and version you are using, there may be a kbdleds plugin available. If not, I wrote a script that you can use with xfe4-genmon-plugin (see kbdleds.sh).
