The dock works every other time using a Drag-and-drop

The dock in 4.16 works just awful! He constantly falls and hides. This makes it impossible to drag and drop application icons there.
Is there any way to fix this?

If by "dock" you mean xfce4-panel, then right-click it and select Panel > Panel Preferences. On the Display tab, change the setting for "Automatically hide the panel" to Never. See: https://docs.xfce.org/xfce/xfce4-panel/preferences.
