Suddenly the dektop is moving around as the mouse cursor is

I can't remember what I did causing the dektop to move around as the mouse cursor moves around
how to fix it back ?
please help out.

Is your screen zoomed? If so, Alt+scroll down on the title bar to return to normal zoom.
