I would like to have separate instances of the same program show up as separate items in the Application menu. That is how it always used to be. On my new Ubuntu with XFCE installation instances of the same program show up as one with a number showing how many instances there are.
Can I change that?

Are you referring to the grouping of the applications on the panel (window buttons plugin)? If so, there is an option in the settings to disable this grouping (see: https://docs.xfce.org/xfce/xfce4-panel/tasklist).
If you are talking about a menu, can you provide some more information? I'm unaware of any menu system that groups application instances.

Mark "Window Buttons" in this List and click on Settings.
