Terminal will not start on Ubuntu 20.04.1 LTS

On a fresh installation of Ubuntu 20.04.1 LTS xfce installed without errors or warnings and successfully launched into a vncserver desktop instance; however, terminal, vim and other apps do not launch properly.  No error is communicated through the desktop GUI.  The executable is installed:

/usr/bin/xfce4-terminal
/usr/share/doc/xfce4-terminal
/usr/share/lintian/overrides/xfce4-terminal

If I configure the application launcher to start /usr/bin/xfce4-terminal, the terminal is properly launched.  I've worked in many unix environments; however, never with xfce.  Please let me know what corrective action is needed.
