Another thing that has had me stumped for a while...
In the Panel, Launchers are only able to launch a program, after which the program is added to the Window Buttons component. This means there are effectively two identical icons in the Panel. My concern is this will confuse the new users.
Is there a function of the Panel that allows a launcher to double as a Window Button? So it won't launch another instance of the program unless expressly requested (say via right-clicking) but would instead summon the already open program?

Unfortunately, xfce4-panel doesn't have this functionality. You can use xfce4-dockbarx-plugin which embeds a dockbar inside of the panel, or plank - a third party dock.
It's also possible to programmatically manage the launchers. See https://forum.xfce.org/viewtopic.php?pid=24932#p24932 - read through the whole thread for some history - the final working script is towards the end of the thread. It's not as user friendly as dockbarx or plank, but it does use existing xfce4-panel functionality.
