In Thunar under View>Arrange Items>Sort by Modification Date.

Mate? Doesn't it use Caja file manager? Are you using Thunar? And what version?

OK, I see what's going on here. If you select "View as Icons" or "View as Compact list" then under view you should see "Arrange Items". Choose your preference then go back and select "View as Detailed list". You should then see your files/folders displayed in the means you selected.
It's weird that it won't let you make those changes under "detailed list" but while that is selected you can change to position of the columns. Perhaps file a bug report or a feature request.
Edit: More digging. While in "Detailed list", under view you should see "Configure Columns". If you highlight the date line and to the right move up to the top the list will be ordered by date. Still weird.

When you select view as icons or compact list, what is the point of selecting Arrange my modification by time?
In those views, no date or time shows, so you can not know what is the newest.

Yes that's correct but once you set the file list by modification date then you can go back to "Detailed list" and they will be in the order of last modification date.
