Control+shift+u has stopped working [SOLVED]

LM 18.3 Sylvia, Xfce
I have been all over the internet looking for a solution.
Can I use this possible solution to restore control+shift+u functionality?

In Xubuntu 18.04.4, this works:

For example, Ctrl+Shift+u 2764Enter inserts a "heavy black heart" Unicode character.

In "Language support", I have 'none' as "Keyboard input method system".

Yo Alcornoqui may all your days be fruitful.  Tried your solution and it works, hopefully it continues to do so.
In Linux Mint it is "input Method".
