Please tell me how to edit the right-click menu in the terminal window?
xfce4-about 4.14.1 (Xfce 4.14)
xfce4-terminal 0.8.8
Linux 4.19.97-gentoo x86_64
I want to remove functionality that is not necessary for me from the menu.

Copy as HTML
save contents
read only
scale's
screen mode
open terminal
open tab

I'm pretty sure those are hard-coded. You'd need to either patch the code yourself or ask the developer to consider making their visibility configurable.

In future releases, make it possible to delete, add certain commands to the menu.
These commands are practically not used.
Copy as HTML
save contents
read only
scale's
screen mode
open terminal
open tab
Basically, right-clicking in the terminal only needs to copy / paste.
Xfce4 main menu can be edited as well.
/etc/xdg/menus/xfce-applications.menu

You should create an enhancement request in the bug tracker for the xfce4-terminal product that includes all this information. That way the developer will see it.
