Single-language Xfce to switch to English

There is customized 18.04.3 Ubuntu distribution with Xfce 4.12. There is only one language installed as GUI language also no language packs seem to be installed. The goal is to change GUI and keyboard to English.
Is it true in first step one needs to install English language pack?
If yes which one, language-pack-en-base, or language-pack-en, or language-pack-gnome-en, any others? Reconfiguration to English GUI and keyboard should be made from shell script only. apt-get, apt-cache and dpkg are used for package management.

Further question is how to access from shell script following settings dialog Desktop contextual menu > Applications > Settings > Languages. Caution! shown navigation path has been translated by myself from the available localized Xfce installation, translation might be inaccurate or wrong.
