i would like to know if xfce can run as root and how safe it is considered to be, relative to the general issue of running as root.

It can. I had a complete desktop on debian jessie for root. The last time I logged on, in buster now, I had to change a few things, but fine here. I semi-maintain it just because, I don't use it anymore. Sound might not work, you need to tweak that.

do you know of any possible security issues, such as while examining some user files, they could trick something into doing something unsafe?

I don't look at it that way, I don't think there is a compelling reason to be root in a DE, so I'm not concerned. For me, permission issues are solved and a user can do everything. It seems there is a push to make root go away, then there are still distros that login as root.
