strange event at last reboot

i rebooted (dealing with that incomplete language support issue) and one user came up with its desktop icons re-arranged.  turns out the order is the same as they come from readdir() over ext4 (kinda random-like).  i ran my script that moves them all to a temporary directory then moves them all back slower in sorted order.  now they are arranged as expected.  i thought xfce remembered where i moved them to (or at least sorted them).  i rebooted a 2nd time and the stayed right the 2nd time.  anyone have an idea why this happened and didn't happen the 2nd time?
