[SOLVED] enhancement requests

i saw in another post "[I know, I know: make an enhancement request]" and was wondering:  is there a formal process to make an enhancement request?

See the "Feature Request" section here. For minor enhancements, create a bug report at the report tracker. Patches are always welcome.
