### I tried this but it didn't work
xfconf-query -c xfce4-panel -p /panels/panel-1/autohide-behavior -s 2

### $ > xfce4-panel -V
###  xfce4-panel 4.12.2 (Xfce 4.12)

Hello and welcome.

That command should work. A few things to check:

  1. Make sure the property exists. The easiest way is to go to the Panel Preferences and set the autohide behavior to "Always" at least once. This will create the property (if the property was not created, you would have received an error message when running the above command)

  2. Make sure xfconfd is running:

    ps -ef | grep xfconfd
  3. Make sure you are running the command as the user that logged in
