tweaking terminal fonts

i would like to learn how to make new terminal fonts and/or resize existing ones to fit in character slots tighter.  are there common tools for this?

to me, the exist character spacing leaves a lot of empty gap space that i would like to use.  goals including easier to read or more characters of the same.  i'll probably make characters wider and squeeze a couple more lines onto the screen.  a target is 160x48 fitting in 1920x1080.  172x46 fits in right now.  i want to tweak it, some.
