focus follow mouse not working

i have gone to Settings >> Window Manager >> tab:Focus >> section:Focus model and selected Focus follows mouse on all my userids.  it is not working on any of them after i switch away to some other user then switch back.  sometimes there is no focus at all when i do a user switch and doing a mouse click in a window has no effect.  if i do a workspace switch, this works and fixes the no focus.
